I found LAYMRG to be effective when I want to combine layers that have come from multiple bindings.

In lieu of deleting layers without know everything that is on them, I've found using QSELECT on mystery layers helps me see what is on them; usually they only contain blank MTEXT entities and I can delete them that way.

I've found LAYMRG works just as well without the risk of deleting entities that may be wanted but on that undesired layer. It work similar to what you show, select the layers you want to go away and then select the layer you want any entities to go to.

Undesired layers gone and no entities harmed in the execution of the command.
